i think you can dress up any outfit with the right accessories! I personally would splurge on jeans
and then wear a plain white v-neck shirt but add either a bunch of long necklaces or a really bright patterned muffler scarf. Then you can add bracelets, rings, etc. as you feel is needed.

you can get nice looking purses at target to add to your outfit!

and as for jeans, i like Express, Mossimo, Blue Cult, Sevens, True Religion, Old Navy and Levi's! Those are all different price ranges too! and really cute
