I personally love places that have BOGO offers (buy one, get one freee/half priced, etc). Generic stores in the mall like The Body Shop, Charlotte Russe, Justice, Wet Seal, Rue 21 (depending on where you live) will always have cheap costume stuff. I definitely suggest places marketed towards tweens (10-16). These places are always trendy and hip, but you don't really have to spend a lot.

You can always check walmart. That place is a necessary evil in today and time for budget fashionistas. Target's stuff can sometimes cost more than what you'd expect in a “discount” chain store, but the quality is usually better than wally world.

Also, there are always places like 2nd hand stores like Good Will, etc. These are great hunting grounds for vintage looks!
